Page justification
If a page is not yet full, but you do want the lines to be evenly distributed over the page, you must set the page justification to less than 100% in format.
Values that are too small (less than 50%), for example if there are two lines on a page, can cause strange results with an excessive amount of whitespace between the lines.

The page justification percentage is also used to trigger a conditional new page.
Page justification at 100% eliminates automatic justification and leaves all conditional page breaks inactive.
